PAY RANGE
The Target Pay Range for this position is $118,400-$144,700 annually. The full Pay Range is $91,700-$171,300 annually. At BECU, compensation decisions are determined using factors such as relevant job-related skills, experience, and education or training. Should an offer for employment be made, we will consider individual qualifications. In addition to your salary, compensation incentives are available for the hired applicant. SUMMARY
The Sr Employee Relations & HR Compliance Program Manager is responsible for developing and executing strategies, programs, policies, guidelines and procedures for all employee relations and HR Compliance activities for BECU. The position ensures the consistent and impartial delivery of employee relations support, services and programs, as well as the effective management and mitigation of associated risks. The Sr Employee Relations & HR Compliance Program Manager is responsible for ensuring compliance with all applicable employee relations-related federal, state and local regulations and laws. In addition, the Sr Employee Relations & HR Compliance Program Manager provides advice and counsel on complex employee relations projects/initiatives, to prevent and mitigate risk.
RESPONSIBILITIES
- Perform all responsibilities in accordance with BECU Competencies and Information Protection requirements.
- Develop and manage programs such as immigration and multi-state employment as well as the overall HR Compliance Program to ensure compliance with state, federal, and local employment regulations, and organizational polices, guidelines, standards and the Employee Resource Guide.
- Manage investigations and high risk employee relations issues. Provide counsel and guidance on employee relations issues, including employee complaints, corrective action, separations, investigations and general employee relations concerns.
- Manage and oversee the corrective action process in consult with managers, employees, and legal counsel as appropriate, to ensure consistency and accurate policy interpretation and application. Maintain employee relations tools and processes for managers and HR Business Partners.
- Serve as an Employee Relations expert, providing guidance on escalations and managing strategy for and preparation of written responses to third parties (e.g. EEOC, FLSA, FMLA and other leaves of absence), as well as other charges and requests from government agencies and outside attorneys.
- In partnership with internal and external legal counsel as appropriate, represent the organization in employment matters including EEOC and HRC complaints, agency audits, and unemployment hearings. Serve as lead on litigation and regulatory agency complaint issues related to employment. Research issues and provide documentation, as needed. Act as liaison for both internal and external legal counsel.
- Engage in ongoing communication with HRBPs to ensure awareness of compliance requirements. Consult with business clients, HR leadership and HRBPs regarding employment related regulations and laws, including wage & hour, leaves of absence, and accommodations.
- Conduct research and benchmarking to stay aware and ahead of changes in laws and recommend changes in policies and practices.
- Oversee the records management and employee relations compliance-related process documentation. Monitor and assess processes and workflows specific to this position and recommend and implement changes for efficiency and process improvement.

QUALIFICATIONS
- Bachelor’s degree in Business or Human Resource Management, or equivalent work or educational experience required. Advanced degree preferred.
- Minimum seven years of experience in human resources with at least 4 years of experience in employee relations is required.
- Experience conducting and/or leading the execution of complex employee relations issues required.
- Sound judgment and discretion; able to handle sensitive and confidential information appropriately.
- Strong working knowledge of federal, state and local employment laws and regulations benefit/payroll laws (EEO, FLSA, FMLA, ADA, leaves of absence)
- Demonstrated consultative, problem-solving, decision-making and credibility assessment skills.
- Ability to work collaboratively, influence and make decisions while keeping partners and leaders informed.
- Ability to communicate directly and diplomatically with all levels of employees.
- Experience with document review and policies/procedures development and execution.
- Experience collecting and synthesizing data and information from disparate sources.
- Excellent verbal and written skills to effectively communicate in the English language.
- Excellent conceptual, analytical, and project management skills, with the ability to develop presentations and present ideas at both the “big picture” and detail level.
- Moderate travel by car and/or trips at some out-of-area locations.
